  HELD ON TUESDAY FEBRUARY 8TH 2017

AT HOLBROOK MINERS WELFARE

 

1.                  Apologies- Joy Wood, Sue Davies

 

2.                  Chairman to Welcome Clubs – Peter Wheeldon –Peter led the meeting in a minutes silence for absent friends

 

3.                  Minutes of AGM 9th February 2016– taken as read

4.                  Election of Committee – Steve Silkstone not standing for post of General Secretary. Kevin Fletcher offered to take the role – proposed by Littleover, seconded by Rykneld.

The meeting voted to approve. The meeting agreed that, on this occasion, the position of Chairman be excluded from the constraints of Bye Law 2. Ray Bonser to join committee, proposed by Neil Pickering, seconded by Betty Bacon – agreed by meeting.

 

5.                  Election of Officers to represent Mid-Derbyshire at County Meetings

Peter and Neil agreed to continue.

 

6.                  Appointment of Auditors. Mick Stacey has agreed to continue.

 

7.                  Financial Statement. David Sanders gave a precis of the accounts which remain healthy. Clubs were reminded of the need to have Public Liability Insurance. A breakdown of the accounts was distributed to all club representatives. Accounts agreed by Auditor.

 

8.                  Honorariums. No changes to be made this year – proposed by John Davies – seconded by Leslie Waldram. A further proposal was to review honorariums again in one years time, not 3 years, proposed by Mary Moore seconded by Sharon Stevens – agreed and passed by the meeting.

 

9.                  League Fees. No changes in fees

 

10.              Prize money No changes to prize money.

 

11.              County Report. Neil Pickering outlined the County Report. The report is available on the Belper Bowls website.

 

12.              Changes to Secretaries. Any changes to Secretaries to be sent to Steve Silkstone. ( Steve will send list of changes received to date – secretaries list on Belper Bowls website contains recent changes )

 

13.              Date of Fixture Collection. Steve will advise when books have been printed and are available for collection.

 

14.              No AOB. Meeting closed at 7.45pm

6.1) Proposals from the Committee

           

a)“ The Belper and Mid-Derbyshire CGBCA  to subscribe to the MB Results service for the 2017 season. Clubs/teams to enter results on the website within 5 days of the match being played. Clubs unable to use the site may submit a results sheet to the appropriate league secretary in accordance with League rule 12d.” Carried

b) For the 2017 season the league to suspend the Over 55’s league cup competition and thereby           reduce the playing season of league matches by 2 weeks at the beginning and end. Not Carried

 

6.2) Proposal from Etwall CGBC:-

Teams to have the ability to reschedule games when both teams in agreement. Not Carried

 

  6.3) Proposal from Littleover :-

            The Belper ladies league be reduced from the existing 2 divisions to 1 division for the 2017 season Withdrawn

 

 

6.4) Proposals from Belper Potteries:-

 

a) League Rule 12(d), final paragraph.

Delete "receive no(0) points" & replace with "be fined £10".

Belper Pottery Comment:- It seems harsh to deduct all points for a simple administrative error.            Not Carried

b) Cup Rule 12.

1st line. Delete "team" & replace with "club".

2nd line.Delete "that" & replace with "any"

Add at end "provided Cup Rule 11 is complied with".   Not Carried

 

6.5)     Rule addition proposal from Spondon: Rule 11 c – no provision to cover last match of season being abandoned.

Spondon suggestion: “to play such an abandoned game within 7 days of the end of the season possibly on the same scheduled day the week after the season has finished, so a Saturday game would be played the following Saturday and a Wednesday game the following Wednesday and so on. Carried as proposed–  “ If last scheduled match of the season is abandoned then teams “to play such an abandoned game etc –“

 

6.6)     For discussion from DenbyIntroduce a Belper Mens League

Clubs asked to take suggestions back to their members for consideration/discussion

 

7.         League changes

            Saturday reorganisation – 10 teams in each division

            Over 55’ reorganisation – promote 3 teams from 4th and 5th divisions.

8.         Trophies and prize money will be presented by  Joy Wood –

4.     Election of Committee – Peter and all attendees thanked Sue for her many years of service as General Secretary. Steve Silkstone taking over this role. Meeting agreed to vote in all other members en bloc.

5.      Election of Officers to represent Mid-Derbyshire at County Meetings

Peter and Neil agreed to continue.

6.     Appointment of Auditors. Mick Stacey has agreed to continue.

7.     Financial Statement. Financial breakdown distributed. Discussion re keeping costs to a minimum – no changes to be made. All fees etc to remain the same as 2015.

8.     Honorariums. To be discussed in 2017

9.     League Fees. No change in fees or prize money

11. County Report. Report given by Neil. See ‘County Report’. Mens merit final to be held at Ashbourne  on June 26th. Ladies to be registered with Derbys men’s county as well as Ladies county. Clubs will be given unique code to purchase Public Liability insurance on line.

12. Changes to Secretaries. List of secretaries distributed. Changes to Aston & Weston, Chaddesden, Duffield, Horsley, Mickleover, Sth Wingfield.

13. Date of Fixture Collection. Secretaries to be advised of date by e-mail. Collection expected to be at end of February from Allestree – subsequently from Steve Silkstone by arrangement.

5. Applications and Resignations from clubs to join and resign from Leagues

Derby Co-op requested to join the Doubles League in August 2015 – agreed

Pottery requested to re-enter the Wednesday Doubles in October 2015 agreed and placed on waiting list as the league has been altered back to three divisions.

Etwall requested a second team  to join the Over 55 league –agreed

Duffield green closed but will continue to play Wednesday Doubles at Allestree-agreed

RULES AND AMENDMENTS DELEGATES MEETING – 11 NOVEMBER 2014 at 7pm

4. Financial Statement

David Sanders confirmed a balance of £7,100. Clubs were invited to give ideas for future investments.

5. Applications and Resignations from clubs to join and resign from Leagues

Derby Co-op requested to join the Doubles League – this means a change from 3 leagues to four divisions as follows: Div 1, 2,and 3 will have 8 teams with div 4 having 7 teams ,this was carried

Alvaston & Boulton and Rowditch requested to join the Over 55 league – this means a change in league formation as follows: Div 1, 2, 3,and 4 will have 11 teams,with Div 5 having 12 teams- this was carried

6. Correspondence received by 31st October 2014

Marehay requested a change of wording to League Rule 11:

 

“On the day of the finals of the British Crown Green Men’s and Ladies Individual Merit Competitions,’ teams are allowed to postpone their fixture. This must be re-arranged no later than the last scheduled league match. No cup games will be arranged on these days”.

An amendment was raised to add “with a qualifying player” – this amendment was carried

A vote followed to decide whether to allow the amendment or have no change to League Rule 11 – the amendment was carried

Marehay requested a change to handicaps for the Over 55 Handicap Cup. A change from 15, 25, 35 and 45 to 10, 20, 30, 40 – this was not carried

Duffield requested that the Over 55 Cup Matches be played at the end of the season – this was not carried

Committee confirmed that the Saturday leagues would be adjusted to address the imbalance. The format will now be as follows: Div 1 – 11 teams, Div 2 – 11 teams, Div 3 – 10 teams, Div 4 – 10 teams and Div 5 – 10 teams. This would mean some teams would be relegated.

MINUTES FROM THE DELEGATES MEETING ON 19th NOVEMBER 2013

AT HOLBROOK SOCIAL CLUB AT 7.p.m.

1.    Spondon Bowls Club

Following our recent committee meeting Spondon BC would like to propose the following amendment to rule 12 d:

12 d iii - Add the following at the end of the current rule - 'Each captain will be responsible for filling in their side of the result sheet.'

The effect of this will be to penalise only the team who have not completed their side of the result sheet and therefore fail to comply with rule 12 d. So for example if names are missing from the result sheet then only the team with the missing names will be penalised by points deductions. The interpretation of the current rule 12 d by the league secretaries is to award zero points to both sides if any part of the result sheet is not completed correctly, if the Spondon amendment is accepted then only the team who is at fault will be penalised. Of course if both teams are at fault then they will both be penalised.

COMMITTEE – disagree, The rule 12(d)  i),ii)iii),iv) states “signed by both home and away Captains (as being correct)”  

COMMITTEE propose ” remove the statement from 12 (d) ii) “Captain not signed no (0) points.”

5.    SITWELL ARMS BOWLS CLUB

LEAGUE RULE 11  

“I would like the committee to consider an extra sub-section to League Rule 11.  In the event that a club with two teams having to cancel it’s second teams fixture due to the first team using their players (League Rule 8) to fulfill their fixture, there should be the facility to re-arrange the cancelled game.”  

COMMITTEE – agree – lower team should be able to play their fixture.

COMMITTTEE proposal at the end of League Rule 8 ie “The lower team shall re-arrange their fixture and must be re-arranged at the earliest possible moment but no later than the last scheduled league match. The appropriate League Secretary shall be informed of any cancelled/rearranged fixture within 24 hrs of the cancellation/ rearrangement fixture.

6.    HORSLEY BOWLS CLUB

Horsley Bowls Club sent an e-mail to the Belper League on June 6th requesting permission to change the last two Over 55s fixtures in October because we were proposing to carry out important green maintenance work beginning on September 15th.

We did not know of this problem until after the fixtures were released otherwise we would have requested that no matches should be played at Horsley in October.

Following a meeting by the Belper League committee this request was rejected because it was not covered under league rule 11 and for this reason Horsley Bowls Club would like to propose an addition to rule 11 to give clubs more flexibility to change fixtures for genuine reasons such as carnivals, green maintenance etc.  

Rule 11.

Any team competing in any of the leagues may change up to two home fixtures throughout

the season subject to the following.

The team you wish to change the fixture with agrees.

A minimum of four week’s notice be given to the team you wish to change the fixture with.

The league secretary to be informed of any changes.

  COMMITTEE  – disagree - difficult to housekeep, Belper do not allow fixtures to be changed but for League Rule 11a and 11b

 7.    STH. WINGFIELD B.C

LEAGUE RULE 5

“Regarding League Rule 5: Sth Wingfield Bowls Club propose: That the Saturday Singles league start time is moved back to 2. o’clock.”

The Saturday league is open age league and some players have to work on Saturday mornings not leaving them a lot of time before the start of the Saturday matches.

If they cannot get for the start this then makes the captain has to play his team not to how he would like  as these players are late, if they started at 2. o’clock giving them more time to get there the captain can then pick his team in the order he wants.   COMMITTEE disagree– delegates to decide

8.       STH WINGFIELD B.C.

CUP RULE 4 - CUP MATCHES TO BE PLAYED AT 7 NOT 6.30 COMMITTEE – cup match start as early as May 4th this will be too dark to start at 7 and so restrict which greens can be used as they will have to have floodlights, suggest times stay as Cup Rule 4.

9.    BRACKENS BOWLS CLUB

 LEAGUE RULE 5

  The statement that “A re-arranged match may be played on a weekday evening” has led clubs into believing that it is OK to rearrange matches for a variety of reasons eg: inability to raise a team.  

The statement should be reworded to read:“A match that has been re-arranged due to the application of Rule 11a or 11b may be played on a weekday evening”  

It might be tidier to include this statement after Rule 11b rather than its present position 

LEAGUE RULE 5 – COMMITTEE -agree it would be clearer to reword League Rule 5 “ A match that has been re-arranged due to the application of Rule 11a or 11b may be played on a weekday evening”

10.    POTTERY BC

WED DOUBLES TOO DARK PLAYED WITH 12 TEAM FORMAT – a mistake was made by using a 12 team format with “no matches” and the season was therefore longer and too dark to play by the last two weeks  COMMITTEE - agree -10 teams in each 3 divsions and fixtures done on a 10 team format

PROPOSAL CARRIED

“OVER 55’s SINGLES AND DOUBLES COMPETITIONS

(a)     The Singles and Doubles Competitions shall be run annually.

(b)     All entries must be from bona-fide registered members of  Belper and Mid-Derbyshire Association. All entrants must be of 55 years of age on the day of the competition.  The entry fee shall be decided at the A.G.M.


 

Qualifying rounds will be played on neutral greens allocated by the Committee and entrants will be required to report to the greens selected at an agreed time when an organizer, appointed by the Committee will make the draw from those present at the time.  Qualifiers from the early rounds will be re-drawn on finals day at the green selected by the Committee who will appoint measurers.  

INDIVIDUAL MERIT COMPETITION

(a)     Annually the Individual Merit Competition shall be run as a qualifying competition for the Derbyshire County Green Bowls Association Merit.

(b)     Qualifying rounds will be played on neutral greens allocated by the Committee and entrants will be required to report to the greens selected at an agreed time when an organizer, appointed by the Committee will make the draw from those present at the time.  Qualifiers from the early rounds will be re-drawn on finals day at the green selected by the Committee who will appoint referees and measurers.

COMPETITION RULES

1.       (a) All competitions shall be controlled by the Executive Committee of the Belper and Mid-Derbyshire Crown Green Bowls Association.

     (b) On the final day’s play in all Belper and Mid-Derbyshire Competitions

          Standard jacks approved by the BCGBA shall be used.

2.       Competitions shall be open to all bona-fide registered players of Affiliated Clubs with the Belper and Mid-Derbyshire Association.

3.       In all Belper and Mid-Derbyshire Competitions players receiving a bye shall be allowed fifteen minutes roll up before playing in a first round except where their opponent has also received a bye.

4.       Non-appearance on finals day may lead to disciplinary action of a ban from the appropriate competition for a period of two years.”

Derbyshire County –  rules passed at the County AGM, as follows:

 

The Club Affiliation fee has increased by £2.00, from £14.00 to £16.00.

 

“Every player, male or female, bowling under the administration of the Derbyshire County Crown Green Bowling Association to pay an amount annually towards a Development fund. The amount to be determined by the Derbyshire C.G.B.A Management committee. This fund will be used for purchasing equipment, coaching and other relevant courses where required by officials and bowlers.”  Agreed fee for 2013 is £0.50p.

 

Re County Cup rules.  The following additions – with immediate effect:

“Where a withdrawal is necessary the club/team must notify the County Secretary no later than the Wednesday prior to the date of the match. Notifying the Secretary to mean ACTUALLY SPEAKING TO THE SECRETARY on landline, mobile or in person. An email will be accepted duly acknowledged by the Secretary. Messages will not be accepted on any answer machines.

 

“Should the withdrawing club fail to observe this rule, a fine of £20.00 will be payable if not notified till the Thursday before the match. The amount will increase by £10.00 for each date notification is late, namely £30.00 on Friday and £40.00 on the Saturday and £50.00 on the Sunday”.

 

“Clubs failing to notify in time their withdrawal on the day of the match, meaning that their opponents have travelled to the venue in a single game on the respective green, will be liable to pay an amount decided by the Management Committee per car up to a maximum of £40.00 to their opponents.  This will be on top of any fines levied elsewhere in this rule”.

 

 

At the British Crown Green Rules Revision meeting held on the 9th February, the following Bye-Laws / Rules passed at the meeting will take effect in 2013:

 

Bye-Law 5(g). “All clubs affiliated to one or more Counties shall pay, via the County of their primary affiliation, an annual BCGBA fee of £15.00”.   This previously was £10.00.

 

Bye-Law 5(l). “The membership fee for the current year will be £10.00”. This previously was £6.00. This is the fee for a new player to register only once and for life with the BCGBA. Membership cards lost or damaged will be replaced upon application to the County Registrar for a fee of £3.00.

 

New Bye-Law. “A club which may be a separate entity or a section of another body shall be defined as having an individual title. The club shall have an elected committee and must produce for its members a balance sheet or a financial statement annually”.

 

New Rules.

 

The Veterans County Championship shall be held annually with the qualifying rounds being played on a regional basis. The Finals will be held on a date and at a venue decided by the Management Committee, the venue being decided after the qualifying counties are known.

 

 

 

The Belper & Mid Derbyshire area have been asked to host the Derbyshire Junior Merit Finals on Sunday 26th May 2013. Hazelwood have kindly agreed to host the competition.

 

I will be running the Men's Merit competition again this year. Little Eaton have kindly agreed to host the competition on Sunday 19th May 2013, 10.00am start. Finally, I am asking if the League will donate £40.00 towards the prize money for the Men's Merit competition.

We would also like to suggest that the amount of paperwork distributed by the League as hard copy is reduced, thus making savings in printing and postage costs.  Cup-draws, league tables, etc could be circulated to many clubs via e-mail and could also be posted on the website. Clubs could be canvassed to establish which ones are willing and able to work in this way.

7.   When there is a mistake on the team sheet i.e with a spelling mistake or the use of an unregistered player, this is an individual error and not a  club error, captains should know who is registered before they put players on the team sheet therefore a club should not receive a fine.  - WITHDRAWN

 

8.   Any points should be deducted straight away and not at the end of the season, this will help clubs know were they stand in the league without having to remember about points deducted later and surely it would be easier for the league commitee. Due to the high price of petrol when two Derby teams are drawn together in the cup the games should be played in Derby and not have to travel to Ashbourne, Hazelwood, South Wingfield etc and if there are two teams from one club are drawn together in the cup let them play on their own green this would not only save travelling but that club would not have to worry about manning the green for other clubs.

On our travels during the past seasons some clubs are struggling to fulfill fixtures. Many clubs are struggling to recruit new players and as a consequence the age of players is steadily increasing.  As a club we would like to propose an amendment to League rule 4 which would perhaps help to alleviate this situation:

Rule to be amended to read – For Saturday Singles teams shall consist of ten players in divisions One, Two and Three and eight players in divisions Four and Five.

The Treasury informs the Committee that the Cup matches are losing money.  It is suggested that the entry fee for the Over 55’s Competions in September will be increased from £2 to £3 per entry. The prize monies will be for Winners/Runnerup and Semi-finalists. Invidual Merit entries to be increased to £6. - CARRIED


 

 

 

 

  1. The committee suggests changing the Cup competition for the Leagues. Our suggestion is to replace the Ladies and Wednesday Doubles League Cups with a Handicap Cup Competition for each.  The Over 55’s League cup already has a 55’s Handicap cup, played on a Monday butwill be moved to the Wednesday afternoon. The Saturday League already has handicap cups.  No automatic entry for these Handicap Cups, it will be the choice of each club if they wish to enter. This will reduce costs for clubs. – TO BE RAISED AT THE NOVEMBER 2013 RULES MEETING TO GIVE CLUBS TIME TO DISCUSS AND DECIDE WHAT THEIR MEMBERS WOULD PREFER TO DO.

THE COUNTY CHAIRMAN FOR 2011 IS CLIVE THORNHILL, FROM THE CHESTERFIELD AREA, WITH PETER WHEELDON THE COUNTY VICE-CHAIRMAN.

2011 IS THE COUNTIES CENTENARY YEAR. AS A "ONE-OFF" FOR 2011, THE COUNTY ARE PRODUCING A COMMERATIVE HANDBOOK AT A COST OF £2.50 EACH. AS PER EXISTING COUNTY RULES, EACH CLUB WILL RECEIVE FIVE HANDBOOKS. THERE WILL BE NO OTHER INCREASE IN FEES FROM THE COUNTY THIS YEAR.

ALSO FOR THE CENTENARY, THE COUNTY ARE 'RUNNING' AN OPEN PAIRS COMPETITION. QUALIFYING ROUNDS WILL BE HELD IN EACH COUNTY AREA, WITH THE FINAL AT ASHBOURNE ON THE 31st JULY 2011. PLEASE REFER TO THE COUNTY CALENDER FOR THE DATES OF THE QUALIFYING ROUNDS.

AT THE BRITISH CROWN GREEN RULES REVISION MEETING, THE FOLLOWING TWO ADDITIONS TO THE LAWS OF THE GAME WERE PASSED. 1). LAW No 5.4. A NEW SENTENCE WILL READ "WHERE DISABILITY OR INFIRMITY PREVENT A PLAYER FROM DELIVERING JACKS OR BOWLS DIRECTLY FROM HAND, THEN A MECHANICAL AID, OF A TYPE APPROVED BY THE ASSOCIATION, MAYBE USED TO PROVIDE ASS IS TA NCE"

2). APPENDIX A - A STANDARD JACK. ADD A NEW PARAGRAPH -"4. JACKS ARE NOT TO BE STAMPED ON MORE THAN FOUR OCCASIONS. THE FIRST THREE, IN DATE ORDER, TO BE MADE ON THE BIAS SIDE WITH THE FOURTH AND FINAL ONE BEING MADE ON THE NON-BIAS SIDE. THE EXPIRY DATE ON THAT STAMP WILL INDICATE THE YEAR AFTER WHICH THE JACK IS NO LONGER LEGAL".

I WILL BE RUNNING THE BELPER AREA MEN'S MERIT QUALIFIER AGAIN THIS YEAR. SOUTH WINGFIELD HAVE KINDLY AGREED TO HOST THE COMPETITON ON SUNDAY 15th MAY 2011 - 10.00am START. A COMPETITION SHEET WILL BE ISSUED AT THE MARCH MEETING.

FINALLY, AS PREVIOUS YEARS REQUEST, I AM ASKING IF THE LEAGUE WILL DONATE £40.00 TOWARDS PRIZE MONEY FOR THE MEN'S MERIT COMPETITION.

Minutes of Delegates Meeting held on November 11th 2008 at

Holbrook MW at 7pm.

A moments’ silence was observed in memory of the Associations late

Chairman Derek Whysall.

The Acting Chairman John Davies announced the resignation of the Asssociation President Mr. Keith Bivens.

There was no President’s report.

There was no Chairman’s Report.

 

A request was made by the Acting Chairman to the Delegates asking for nominations for the position of Chairman, none was received.

 

Financial Statement:   Frank Kenny circulated a paper stating the current balance.  He stated there would be around £5,000 in the bank by beginning of 2009.  There were no questions from the floor.

 

New Clubs:

The Secretary said applications to enter teams had been received from:

Allestree - for the Over 55's league

Rykneld – for the Over 55’s league

South Wingfield – for the Wednesday Doubles league

Kings Newton – for the Saturday league

All accepted

 

There was no letters of intent of clubs withdrawing any leagues.

 

Rules and Amendments received before 31st October 2008.

 


 

1.         Committee submitted an amendment to Cup Rule 1(a) as follows:

Cup matches shall be played either on a neutral green or on a home & away basis.  No player shall play a neutral cup game on the green or another club of which he/she is a registered member in the Belper & District CGBA. In these circumstances an alternative green shall be allocated if requested.

Committee withdrew this amendment.

 

2.         Horsley submitted a change to Cup Rule 1(a) to add the sentence:

“Non-compliance will invoke Cup Rule 13.”

This was accepted.

 

3.         Allestree submitted an amendment to League Rule 2c

“Where a club has more than two teams in a League players may only drop down to the next highest team subject to the stated condition of his/her aggregate in Rule 2(a).”

This was accepted.

 

4.         Allestree submitted an amendment to League Rule 10

“A team failing to fulfill a fixture shall receive NO points, be fined £25 and be deducted 12 points.  The opposing team shall be credited at the end of the season with the average number of points gained home or away as appropriate”.

This was declined

 

5.         Hazelwood submitted an amendment to League Rule 15

To be inserted after “less any deducted for disciplinary reasons”

“When two or more teams lying for promotion have the same number of points and this includes average home or away points being added for one or more of these teams then that average should be calculated to as many decimal places as necessary to determine their relative position(s) and not be rounded up or down.”

This was accepted.

 

6.         Co-op submitted a request to amend Rule 12b:

“Due to the increased use of the C-op green for Derby and Burton Charity games, also inclement weather would the Delegates consider an amendment to relaxing the Rule 12b, for the home games to be rearrange with the approval of the opposition.

The Delegates agreed to the above but in accordance with 12 c:

“The green is required for a Cup or Charity match or competition by an Association, and then the 21 days (Rule 12c) will apply.”

This was accepted.

 

7.         South Wingfield submitted a request, clarify League Rule 7:

Please confirm which Leagues this rule should apply as some teams and captains are putting cards down to determine the order of which their team plays.

“a)       All cards are shuffled to determine opponents, then as Rule 7 order of play may be changed.”

This was accepted.

 

8.         Hazelwood requsted clarification on the rule regarding short jacks; attention was drawn to the rule 4. Setting the Mark and explained that the Leader cannot have their jack back unless their opponent raises an objection.

 

9.         Committee recommended that Over 55 Singles and Doubles Competions should be played on Mondays not Tuesdays.

This was declined.

 

10.       Allestree submitted a change to start times for Over 55’s Singles and Doubles Competions from 1.pm to 1.30pm.

This was accepted.

 

11.       Mickleover submitted a change to start times of Saturday afternoon to commence at 1.30 instead of 2pm.

This was declined.

 

12.       Co-op submitted, “For clubs without lights where possible to have their August home games reversed with the approval of the opposition Captain.”

This was declined.

 

13.       Breadsall raised a comment “Practice of stopping for tea in the middle of a game”

This was agreed for the Captains to agree on before commencement of play.

 

Would all Secretaries please amend their copies of the League Rules.

 

Date of A.G.M. Tuesday 10th February 7p.m. at Holbrook WM.

 

The Secretary and Treasurer then presented all the Champion League winners with their prizes money, shields and trophies.

Dear Secretary

 

Please find enclosed proposed rule changes received for debate and voting on at the Delegates Meeting on November 11th at Holbrook Miners Welfare club at 7.00.

 

 

1.                  Proposed by Allestree an additional rule, League Rule 10 to read as follows “A team failing to fulfill a fixture shall receive NO points, be fined £25 and be deducted 12 points.  The opposing team shall be credited at the end of the season with average number of points gained home or away as appropriate.”

 

LEAGUE RULES 2.

 

A CLUB HAVING TEAMS IN MORE THAN ONE DIVISION OF A LEAGUE SHALL BE ALLOWED TO INTERCHANGE PLAYERS EXCEPT THAT:

 

a.                    A PLAYER WHO HAS AN AVERAGE OF 1.0 OR BETTER AFTER THREE OR MORE GAMES IN A TEAM SHALL NOT BE PERMITTED TO PLAY IN A LOWER DIVISION.

 

b.        A PLAYER SHALL NOT BE PERMITTED TO PLAY FOR MORE THAN ONE TEAM IN EACH SESSION.  WHERE TEAMS ARE PLAYING MATCHES ON SATURDAY EVENINGS WHICH WOULD NORMALLY BE PLAYED IN THE AFTERNOON THEN THESE MATCHES SHALL BE CONSIDERED TO BE IN THE AFTERNOON SESSION.

 

2.                  Proposed by Allestree an additional rule, League Rule 2c to read as follows “Where a club has more than two teams in a League, players may only drop down to the next highest team subject to the stated condition of his/her aggregate in Rule 2a.”
 

CUP RULES 1.

 

(a)           CUP MATCHES SHALL BE PLAYED EITHER ON A NEUTRAL GREEN OR ON A HOME & AWAY BASIS.  NO PLAYER SHALL PLAY A NEUTRAL CUP GAME ON THE GREEN OF A CLUB OF WHICH HE/SHE IS A MEMBER, IN THESE CIRCUMSTANCES AN ALTERNATIVE GREEN WILL BE ALLOCATED IF REQUESTED.

 

(b)           HANDICAPS AS SHOWN IN THE FIXTURE BOOK ONLY APPLIES FOR LEAGUE CUP MATCHES AND NOT TEAM DOUBLES MATCHES.  WHEN CUP MATCHES ARE PLAYED ON A HOME & AWAY BASIS THE HANDICAP GIVEN IS DIVIDED EQUALLY OVER THE TWO LEGS.

 

3.                  Proposed by Horsley Cup Rule 1a to read as follows “Cup Matches shall be played either on a neutral green or on a home and away basis.  No player shall play a neutral cup game on a green of a club or which he/she is a member in the Belper, Derby or Burton leaguesNon-compliance will invoke Cup Rule 13.  Should a player declare that a green is not neutral to him/her then an alternative green will be allocated by the League Secretary.

 

4.                  Proposed by Allestree Cup Rule 1a to read as follows “Cup matches shall be played either on a neutral green or on a home & away basis.  No player shall play a neutral cup game on the green or another club of which he/she is a registered member in the Belper & District CGBA.  In these circumstances an alternative green shall be allocated if requested.”

 

5.                  Proposed by Mickleover “Saturday League to commence at 1.30pm instead of 2pm

 

6.                  Proposed by Allestree “Saturday League to begin at 1.30 instead of 2pm”

 

7.                  Proposed by Allestree “Over 55’s Singles and Doubles Competition to begin at 1.30 instead of 1pm”

 

I have been asked to remind all clubs of League Rule 7 and ask you to abide by this rule in all games, especially the underlined part of the rule.

 

LEAGUE RULE 7.

BEFORE THE START OF A MATCH THE CAPTAINS SHALL SHUFFLE THE SCORE CARDS TO DETERMINE OPPONENTS AND THE ORDER OF PLAY.  ANY CHANGES MADE TO THESE SCORE CARDS AFTER THE DRAW IS COMPLETED MUCT BE AGREED BY BOTH CAPTAINS WHO MUST SIGN THE OPPONENTS CARDS.  RESULT ON NON-COMPLIANCE COULD RESULT IN DISCIPLINARY ACTION BEING TAKEN.  WHEN A PLAYER IS NOT AVAILABLE WHEN CALLED, THAT GAME MAY BE RE-SCHEDULED TO BE PLAYED LATER IN THE MATCH.  A SUBSTITUTE SHALL BE PERMITTED PROVIDED THAT:

(a)          THE GAME STARTS WITHIN FIVE (5) MINUTES OF THE RE-SCHEDULED CALL.

(b)         THE SUBSTITUTE PLAYER HAS NOT PREVIOUSLY PLAYED IN THE MATCH.

DELEGATE MEETING 11TH NOVEMBER

 

All trophies won in 2007 must be returned to the Secretary, Sue Davies by 30th August.

 

An Application for a team to enter a League must be submitted to reach the Secretary, Sue Davies on or before 31st October.  Likewise a letter of resignation withdrawing a team from a League must be submitted to reach the Secretary, Sue Davies on or before 31st October. Bye-law 9 & 10.

 

The committee recommends that the registrations of players with the Burton, Derby and Uttoxeter leagues will not be noted in the future. Only registrations with Belper League teams will be necessary.

 

The Committee recommends that the Over 55’s Handicap Cup is played on a Monday afternoon, not a Tuesday.

 

The Committee recommends a team that withdraws from the league and submits a request to re-enter shall be placed on a waiting list. These teams when re-entering a league shall play in the bottom division and not be allowed promotion for two seasons, regardless of attaining promotion status.

 

Correspondence has been received from Mickleover a Rule change, “ to alter the start time on Saturday from 2p.m. to 1.30p.m.” The Committee have no objections.

 

The last date for new rule proposals and rule amendments to reach the Secretary, Sue Davies, by 31st October.  Such Rules and Amendments to be dealt with at above meeting and become effective forthwith.
