FOR RULES AND AMENDMENTS DELEGATES MEETING
HELD ON NOVEMBER 15TH 2011 1. Apologies No Applogies All Clubs represented 2. Chairman to Welcome Clubs 3. Minutes of last Delegates Meeting November 16th 2010, Accepted by Delegates with no matters arising 4. Financial Statement Mr Frank Kenny has resigned from Treasurer and Mrs Sue Davies is Acting Treasurer until January 2012 when a new Treasurer will be appointed. Mr David Sanders Auditored the Belper Financial Statement and has applied for the position of Treasurer. Mr. Sanders explained the financial situation and no questions were raised. 5 Applications and Resignations from clubs to join and resign from Leagues Etwall have withdrawn their Saturday C team, Etwall are requesting an Over 55’s team, Pastures have withdrawn their Saturday A team, Heage have moved to the Pottery greens and will play as Pottery, South Wingfield Ladies have disbanded, players have moved to Holbrook Holbrook are requesting a ladies team.

the Over 55’s League. Carried to accept a 2nd
team from Holbrook into the Wednesday Doubles League. Carried to accept
Holbrook into the Ladies League. It was agreed that the merge of
Heage with Pottery that Heage teams would be renamed as Pottery (A,B,C as
appropriate) and remain in their positions. 6 Correspondence/Rules and Amendments Meadows, re-introduce the Shuffling of score cards, Defeated. Horsley Averages Rule 10 Carried League Rule 10 to revert back
to the wording from 2010. “A Team failing to fulfil a
fixture shall receive no points and the opposing Team shall be credited at
the end of the season with an average number of points against the team
failing to fulfil a fixture gained at their other home or away marches as
appropriate.” Spondon Rules 1 & 2 Defeated. An amendment to this motion was Carried. Four Delegates named as Chris Corns, Chris Rochester, George Waldram and Brian Leeson will work with Sue Davies for ways of improving the Registration process. Spondon Bye-law 12 Committee Bye-law 12 wording “Association Secretary” to be replaced by “appropriate League Secretary” Proposal Withdrawn – This will be discussed by the above working party. CENTENARY YEAR. AS A "ONE-OFF" FOR 2011, THE COUNTY ARE PRODUCING A COMMERATIVE HANDBOOK AT A
COST OF £2.50 EACH. AS PER
EXISTING COUNTY RULES, EACH CLUB WILL RECEIVE FIVE HANDBOOKS. THERE WILL BE NO OTHER INCREASE IN FEES FROM THE COUNTY THIS YEAR. ALSO FOR THE
CENTENARY, THE COUNTY ARE 'RUNNING' AN OPEN PAIRS COMPETITION. QUALIFYING ROUNDS WILL BE HELD IN EACH COUNTY AREA, WITH THE FINAL AT ASHBOURNE ON THE 31st

Holbrook have submitted a request to enter another team into the

Alvaston & Boulton have submitted a request to enter a team into the
Saturday Singles League but a proviso that they are allowed to play
their home games at 1.00pm. proposed, seconded and carried -on a trial period of one season only, to provide their lady bowlers the opportunity to play additional competetive games. A discussion to be held at the 2010 Delegates meeting to discuss whether or not A&B may continue. change to League Rule 5. Saturdays Singles 2.p.m. unless special dispensation has been given to the club to start at 1p.m. h
The Committee propose a change to League Rule 13D ”Match result sheets
shall be returned to the appropriate league secretary and must be a)
signed by both home and away captains (as being correct) i.e. Captain
not signed NO (0) points. b)

available then “NO Player available” should be written. Any
team failing to comply shall receive NO (0) points. Each match report
sheet shall be posted by first class mail to the appropriate league

Members, together with all their relevant bodies, must have Public
Liability Insurance.” Addition

club completing the NRI form. Addition

to the minimum Public Liability cover held. Ther

A moments’ silence was observed in memory of the Associations late
Chairman Derek Whysall.

The Acting Chairman John Davies announced the resignation of the Asssociation President Mr. Keith Bivens.
There was no President’s report.
There was no Chairman’s Report.
A request was made by the Acting Chairman to the Delegates asking for nominations for the position of Chairman, none was received.
Financial Statement: Frank Kenny circulated a paper stating the current balance. He stated there would be around £5,000 in the bank by beginning of 2009. There were no questions from the floor.
New Clubs:
The Secretary said applications to enter teams had been received from:
Allestree - for the Over 55's league
Rykneld – for the Over 55’s league
South Wingfield – for the Wednesday Doubles league
Kings Newton – for the Saturday league
There was no letters of intent of clubs withdrawing any leagues.
Rules and Amendments received before 31st October 2008.
1. Committee submitted an amendment to Cup Rule 1(a) as follows:
Cup matches shall be played either on a neutral green or on a home & away basis. No player shall play a neutral cup game on the green or another club of which he/she is a registered member in the Belper & District CGBA. In these circumstances an alternative green shall be allocated if requested.
Committee withdrew this amendment.
2. Horsley submitted a change to Cup Rule 1(a) to add the sentence:
“Non-compliance will invoke Cup Rule 13.”
This was accepted.
3. Allestree submitted an amendment to League Rule 2c
“Where a club has more than two teams in a League players may only drop down to the next highest team subject to the stated condition of his/her aggregate in Rule 2(a).”
This was accepted.
4. Allestree submitted an amendment to League Rule 10
“A team failing to fulfill a fixture shall receive NO points, be fined £25 and be deducted 12 points. The opposing team shall be credited at the end of the season with the average number of points gained home or away as appropriate”.
5. Hazelwood submitted an amendment to League Rule 15
To be inserted after “less any deducted for disciplinary reasons”
“When two or more teams lying for promotion have the same number of points and this includes average home or away points being added for one or more of these teams then that average should be calculated to as many decimal places as necessary to determine their relative position(s) and not be rounded up or down.”
This was accepted.
6. Co-op submitted a request to amend Rule 12b:
“Due to the increased use of the C-op green for Derby and Burton Charity games, also inclement weather would the Delegates consider an amendment to relaxing the Rule 12b, for the home games to be rearrange with the approval of the opposition.
The Delegates agreed to the above but in accordance with 12 c:
“The green is required for a Cup or Charity match or competition by an Association, and then the 21 days (Rule 12c) will apply.”

7. South Wingfield submitted a request, clarify League Rule 7:
Please confirm which Leagues this rule should apply as some teams and captains are putting cards down to determine the order of which their team plays.
“a) All cards are shuffled to determine opponents, then as Rule 7 order of play may be changed.”
This was accepted.
8. Hazelwood requsted clarification on the rule regarding short jacks; attention was drawn to the rule 4. Setting the Mark and explained that the Leader cannot have their jack back unless their opponent raises an objection.
9. Committee recommended that Over 55 Singles and Doubles Competions should be played on Mondays not Tuesdays.
This was declined.
10. Allestree submitted a change to start times for Over 55’s Singles and Doubles Competions from 1.pm to 1.30pm.
This was accepted.
11. Mickleover submitted a change to start times of Saturday afternoon to commence at 1.30 instead of 2pm.
This was declined.
12. Co-op submitted, “For clubs without lights where possible to have their August home games reversed with the approval of the opposition Captain.”
This was declined.
13. Breadsall raised a comment “Practice of stopping for tea in the middle of a game”
This was agreed for the Captains to agree on before commencement of play.
Would all Secretaries please amend their copies of
the League Rules.
Date of A.G.M. Tuesday 10th February 7p.m. at Holbrook WM.
The Secretary and Treasurer then presented all the Champion League winners with their prizes money, shields and trophies.

Dear Secretary
Please find enclosed proposed rule changes received for debate and voting on at the Delegates Meeting on November 11th at Holbrook Miners Welfare club at 7.00.
1. Proposed by Allestree an additional rule, League Rule 10 to read as follows “A team failing to fulfill a fixture shall receive NO points, be fined £25 and be deducted 12 points. The opposing team shall be credited at the end of the season with average number of points gained home or away as appropriate.”
LEAGUE RULES 2.
A CLUB HAVING TEAMS IN MORE THAN ONE DIVISION OF A LEAGUE SHALL BE ALLOWED TO INTERCHANGE PLAYERS EXCEPT THAT:
a. A PLAYER WHO HAS AN AVERAGE OF 1.0 OR BETTER AFTER THREE OR MORE GAMES IN A TEAM SHALL NOT BE PERMITTED TO PLAY IN A LOWER DIVISION.
b. A PLAYER SHALL NOT BE PERMITTED TO PLAY FOR MORE THAN ONE TEAM IN EACH SESSION. WHERE TEAMS ARE PLAYING MATCHES ON SATURDAY EVENINGS WHICH WOULD NORMALLY BE PLAYED IN THE AFTERNOON THEN THESE MATCHES SHALL BE CONSIDERED TO BE IN THE AFTERNOON SESSION.

Proposed by Allestree an additional rule, League Rule 2c to read as
follows “Where a club has more than two teams in a League, players may only
drop down to the next highest team subject to the stated condition of his/her
aggregate in Rule 2a.”
CUP RULES 1.
(a) CUP MATCHES SHALL BE PLAYED EITHER ON A NEUTRAL GREEN OR ON A HOME & AWAY BASIS. NO PLAYER SHALL PLAY A NEUTRAL CUP GAME ON THE GREEN OF A CLUB OF WHICH HE/SHE IS A MEMBER, IN THESE CIRCUMSTANCES AN ALTERNATIVE GREEN WILL BE ALLOCATED IF REQUESTED.
(b) HANDICAPS AS SHOWN IN THE FIXTURE BOOK ONLY APPLIES FOR LEAGUE CUP MATCHES AND NOT TEAM DOUBLES MATCHES. WHEN CUP MATCHES ARE PLAYED ON A HOME & AWAY BASIS THE HANDICAP GIVEN IS DIVIDED EQUALLY OVER THE TWO LEGS.
3. Proposed by Horsley Cup Rule 1a to read as follows “Cup Matches shall be played either on a neutral green or on a home and away basis. No player shall play a neutral cup game on a green of a club or which he/she is a member in the Belper, Derby or Burton leagues. Non-compliance will invoke Cup Rule 13. Should a player declare that a green is not neutral to him/her then an alternative green will be allocated by the League Secretary.
4. Proposed by Allestree Cup Rule 1a to read as follows “Cup matches shall be played either on a neutral green or on a home & away basis. No player shall play a neutral cup game on the green or another club of which he/she is a registered member in the Belper & District CGBA. In these circumstances an alternative green shall be allocated if requested.”
5. Proposed by Mickleover “Saturday League to commence at 1.30pm instead of 2pm
6. Proposed by Allestree “Saturday League to begin at 1.30 instead of 2pm”
7. Proposed by Allestree “Over 55’s Singles and Doubles Competition to begin at 1.30 instead of 1pm”
I have been asked to remind all clubs of League Rule 7 and ask you to abide by this rule in all games, especially the underlined part of the rule.
LEAGUE RULE 7.
BEFORE THE START OF A MATCH THE CAPTAINS SHALL SHUFFLE THE SCORE CARDS TO DETERMINE OPPONENTS AND THE ORDER OF PLAY. ANY CHANGES MADE TO THESE SCORE CARDS AFTER THE DRAW IS COMPLETED MUCT BE AGREED BY BOTH CAPTAINS WHO MUST SIGN THE OPPONENTS CARDS. RESULT ON NON-COMPLIANCE COULD RESULT IN DISCIPLINARY ACTION BEING TAKEN. WHEN A PLAYER IS NOT AVAILABLE WHEN CALLED, THAT GAME MAY BE RE-SCHEDULED TO BE PLAYED LATER IN THE MATCH. A SUBSTITUTE SHALL BE PERMITTED PROVIDED THAT:
(a) THE GAME STARTS WITHIN FIVE (5) MINUTES OF THE RE-SCHEDULED CALL.
(b) THE SUBSTITUTE PLAYER HAS NOT PREVIOUSLY PLAYED IN THE MATCH.

DELEGATE MEETING 11TH NOVEMBER
All trophies won in 2007 must be returned to the Secretary, Sue Davies by 30th August.
An Application for a team to enter a League must be submitted to reach the Secretary, Sue Davies on or before 31st October. Likewise a letter of resignation withdrawing a team from a League must be submitted to reach the Secretary, Sue Davies on or before 31st October. Bye-law 9 & 10.
The committee recommends that the registrations of players with the Burton, Derby and Uttoxeter leagues will not be noted in the future. Only registrations with Belper League teams will be necessary.
The Committee recommends that the Over 55’s Handicap Cup is played on a Monday afternoon, not a Tuesday.
The Committee recommends a team that withdraws from the league and submits a request to re-enter shall be placed on a waiting list. These teams when re-entering a league shall play in the bottom division and not be allowed promotion for two seasons, regardless of attaining promotion status.
Correspondence has been received from Mickleover a Rule change, “ to alter the start time on Saturday from 2p.m. to 1.30p.m.” The Committee have no objections.
The last date for new rule proposals and rule amendments to reach the Secretary, Sue Davies, by 31st October. Such Rules and Amendments to be dealt with at above meeting and become effective forthwith.
